The Joplin City Council approved significant expenditures for infrastructure and facility improvements, alongside updates to city regulations and support for community events. Major projects include over $2.9 million for sewer upgrades and nearly $470,000 for city facility renovations.

An agreement with Goins Enterprises, Inc. was authorized for the Tin Cup Parallel Force Main project, with a cost of $2,941,774.00. Additionally, the Council authorized an agreement with Jeff Asbell Excavating & Trucking, Inc. for the Crane Drive Interceptor Sewer Improvements Project, totaling $1,731,130.82. Both projects are intended to upgrade the city's sewer infrastructure. For city facilities, the Council approved an agreement with ServiceMaster Clean/Restore SPE LLC for roof replacement and interior renovation of the Parks Maintenance Facility and Back Shop, not to exceed $468,814.51. This renovation necessitated an amendment to the Annual Budget for the City of Joplin for the Fiscal Year 2025-2026. The budget was originally adopted by Ordinance 2025-143 on October 20, 2025, and this amendment will adjust appropriations.

In public transportation, the Council approved a Missouri Highways and Transportation Commission Public Transit Operating Assistance Grant Agreement. This state funding will support operating assistance for the Metro Area Public Transit System (MAPS) and The Sunshine Lamp Trolley System. Further supporting public transit operations, the Council also authorized the approval of the 2026 Public Transportation Agency Safety Plan (PTASP) Safety Targets for MAPS and the Sunshine Lamp Trolley, which is a requirement under Federal Transportation Administration (FTA) regulations specified in 49 CFR Part 673 of federal guidelines.

Development items on the agenda included a Special Use Permit (1st Request) for Row Houses, located at the Southwest corner of Wildwood Ranch Parkway and John Duffy Drive. The Council also approved an Agreement and Work Authorization with Finkle + Williams Architecture for Site Layout Design and Evaluation Services of the Joplin Public Works Center Campus, for an amount not to exceed $236,140.00. A site plan review was conducted for Specialty Foods, Inc., concerning a parking lot at the Northwest corner of Industrial Park Road and East Kennedy Lane. Separately, an ordinance approved the Real Estate Contract for the sale of a parcel located at 807 West Junge Boulevard, totaling approximately 1,620 square feet of land, to Anthony and Melanie Patenaude. The Council also authorized an agreement with Clay Cole Trucking for the demolition of structures and clearing of a lot at 226 South Walnut Avenue.

Administrative updates include the re-adoption of Chapter 2, Administration, of the Joplin City Code, specifically Section 2-107, "Financial interest disclosure." This re-adoption requires certain city officials and employees to file Financial Interest Disclosure Statements. Changes were also enacted for city fees. An ordinance repealed and replaced Section 30-121, License Classifications and Fees, of Chapter 30, Businesses, to implement certain classification changes. Similarly, Section 106-62, Plan Review and Permit Fees, of Chapter 106, Streets, Sidewalks and Other Public Places, was repealed and replaced to implement new fee structures. The Jasper/Newton County Multi-Jurisdictional Hazard Mitigation Plan was also adopted by resolution.

In a move to support local arts and culture, the Council passed a resolution creating and directing the ad-hoc Community Art Commission. Looking ahead to 2027, the Council approved applications for Festivals and Celebrations support, utilizing funds authorized by voters on November 7, 2000, via Ordinance No. 2000-148. This support extends to a wide array of organizations and events. Among those approved were Ozark Christian College, MO-KAN Dragway for its drag racing series promotions, Visionary Balloonworx for the Route 66 Hot Air Balloons and Kites Festival, 4 State Trucks, Guilty by Association, Tuff Bull Productions, Route 66 Pro Rodeo, Newton County Tourism Council for relocation marketing study and website hosting, Silver Sage Renaissance Festival, Branco Enterprises & Neosho Schools for the Neosho Holiday Classic, Neosho Arts Council for ArtCon 2027, Joplin Disc Golf Club for the 22nd Annual Four States Open, JOMO Pride, Inc. for JOMO PrideFest, Play 9 Sports for the MPB 15U National Baseball Championship, Emancipation Celebration Committee for the Emancipation Celebration, Joplin Trails Coalition for the Maple Leaf Bike Tour, and Great Wonder Productions for the Uplift Film Festival. The City Manager is authorized to execute agreements with each of these organizations for the utilization of these funds.
